windows mobile 2003 does have an internet explorer, not sure about the windows media player.
Surely you can look at single pictures, probably even the WMV stream.
Just try it on one of the sites listed in the Camera section.
If you set up your own LogiSphere server, you can
scale the pictures to fit your phone screen.
