Why not put LogiSphere's PHP to good use? Try thisthis script. Though I don't see the ponit with dynamic ips an all.

Why won't that work for your home network? Couldn't you just do
$banned_ip[] = '192.168.x.xx'; ?

IP Filter ( Help Page) has been implemented for AbelCam 3.2.2 and up.
I just write this here because people still drop on this old thread
