My webcam doesn't work from outside my network.
1) The firewall in your router maybe blocking the port your running your webcam on. This site should help you : http://portforward.com/
2) Your ISP is blocking the port your trying to run your webcam on try to use a none standard one.

Sure, as of 2.0.7 you can just open up your webcam on your PDA and click on the PDA link.
