Use Cam and Video Stream selection by Webserver command

Hi,
I have looked for any info on this but turned up nothing.
I would like to be able to switch on "Use Cam" and VideoServer from a Webserver command, such as
Http://localhost:8060/UseCam-On
Http://localhost:8060/UseCam-OFF
Http://localhost:8060/VS-On
Http://localhost:8060/VS-OFF
This way I can release the camera for use with other apps unless I explicitly want to start the server.
If this is possible now and I have missed the info then I appologise.
If Logisphere supports command line args to do this then I suppose I could use the external commands to trigger it. I found no info there either.
