I'm not sure of the exact URL you need to use for that camera. But I can guarantee that "/index.htme" or "index.anything" is not right. It's going to be something that ends in .jpg or .jpeg or .mjpg or maybe .cgi Look around the web to see if somebody else has already discovered the right URL - or maybe it's even listed in the camera's docs. I'm super busy today so I'm leaving it up to you to do the work
but if you can't find it in a reasonable amount of time post again and I'll check into it more over the weekend.
Oh, also this: if you know a little about how to read HTML and JavaScript code you can always View Document Source of the camera's "view video" web page. The URL for the stream will be in there somewhere. That's usually what I have to do to sort out a new camera.
