AbelCam supports Tilt, Pan and Zoom with

AbelCam will offer digital zoom for your capture device even if the hardware does not support it.

Web controlled, interactive PTZ is supported for Web 2.0 (AJAX) and Java.

You may combine PTZ and motion detection and let AbelCam follow motion
